The site was in a predominantly industrial area and the council argued that it was identified as part of a wider area proposed for new housing and mixed-use development. In the inspector's view, insufficient evidence had been submitted to convince him that the council's plans were at such an advanced state that development would commence in 2012. In his opinion, extending the period until 2014 would have no serious implications for the area's comprehensive redevelopment.
