Almost 12 months after the end of a public inquiry into two major mixed-use schemes in Birmingham, the secretary of state has allowed a proposal by Crest Nicholson Developments Ltd anchored by an Asda food store but dismissed Tesco Stores Ltd's rival scheme on a nearby site.
