The research has been commissioned by Dorset Community Action together with the Dorset Accessible and Responsive Transport Partnership.
TPi associate Paul Beecham, who is overseeing the project, said the study would look at the broad needs of the area and identify services for specific organisations to meet the needs of young and older people and people with mobility problems.
The consultancy, working out of its Birmingham office, will deliver its findings next February.
