Growing the team

Despite a growing feeling of disquiet in the consultancy world about jitters in the financial markets, planning workloads have continued to rise over the past 12 months and the chase for more staff has not died down.

On 1 September, the 136 firms covered in this year's survey employed 2,276 chartered town planners, 522 student RTPI members and around 2,800 other fee-earners ranging from chartered surveyors and architects to ecologists and environmental assessors. Even in the past three months, anecdotal evidence suggests that the numbers have increased substantially.

Since our first survey of the sector ten years ago, the number of firms fielding more than 20 RTPI members has grown from ten to 28. The top ten firms now employ around 950 RTPI members as opposed to 800 last year. While RPS Group remains the largest player, Barton Willmore has closed the gap with an increase of 25 planners on last year's figure and Turley Associates and Savills Hepher Dixon have topped the 100 mark.

In the past year, the proportion of women at these consultancies has crept up to 32 per cent of all chartered planners. But the glass ceiling remains an issue - only 14 per cent of female chartered planners are directors or partners against 27 per cent of men. The figure for those pursuing full RTPI membership has doubled in just three years, and half of these are women.

So can the upward spiral continue? Even if the development and property sectors hit a downturn, the view is that continued growth is being fuelled by an ever more complex list of regulatory requirements in the preparation of strategies and applications, greater emphasis on combating climate change and the long-term demand for homes, jobs and community facilities.

"The planning consultancy market outside London is growing as rapidly as in recent years now the reformed system is getting going," says RPS director of planning Chris Simkins. "Potential urban extensions need survey work and justification to help councils prepare local development frameworks (LDFs). Individual planning applications also need more supporting material."

RPS London planning director John Rhodes agrees. "We seem to be heading for continued reform, given the scale of the white paper's agenda," he notes. "Meanwhile, the imperative to tackle the climate issue calls for more innovation."

Simkins is concerned that growth is already being dampened by inertia in plan-making. "We need fixed periods for preparing plans," he argues. "If reasonable timetables are missed, the appeal system should be available as a long-stop. I suspect that if specific deadlines were introduced, applicants would rarely need to resort to it."

Pegasus Planning Group partner Mervyn Dobson is also concerned that planning is a drag on development and sees appeals as a way to break the deadlock. "Even if a site is allocated, you cannot start section 106 discussions unless you appeal," he complains. "A rapid response appeal would be the best way to speed up the system. At appeal everyone runs around like blue-arsed flies, but things get done."

Halcrow director Peter Goggs sees the push for carbon-neutral development and the focus on new homes as the key drivers for market growth. Any major economic downturn would leave private interests less prepared to commission background work to support investment, he says. "Over the past ten years there have been ups and downs, but the trend has been upwards. I view next year positively. But after that, who knows?"

DTZ planning director Peter Weatherhead expects recent government edicts to create work. "The white paper does nothing to ease workloads and the housing green paper is about pushing through homes in areas where they might not otherwise happen. Every government attempt to streamline seems to create more work," he says.

But with workloads growing, consultancy chiefs are alarmed at the chronic shortage of qualified and experienced planning staff. "We have been fairly lucky in attracting people in the past few months. But finding quality staff at senior level is like searching for the Holy Grail," says GL Hearn head of planning Alastair Crowdy.

CB Richard Ellis's business could double in the next three years if it could find suitable staff, suggests executive planning director Stuart Robinson. "We need a lot of experts in each sector, but it is hard to get good people with relevant experience. Recruitment is the biggest threat to projects such as the Thames Gateway," he claims.

"No-one has found it easy to recruit. But there has been a big turnaround in interest in planning as a career thanks to the RTPI's work in promoting it," says Entec director Clive Harridge. "There are not enough qualified people, so we fall back on finding staff through the grapevine or directly from college via work experience," says Dobson.

"We are expanding, but there is a big shortage of skilled planners, particularly at the middle and high ends, who can deal with really complex matters, understand what is needed and know how local authorities operate," says CgMs Ltd director Mike Straw. "The main constraint is finding the right skilled planning consultant to join the team, as the market is becoming very specialised."

Atkins has Polish structural engineers on board and director Paul White is considering looking overseas to fill planning posts. "It is a competitive arena," he says. "We plan to expand, but there is a limited talent pool. Staff shortages put pressure on existing employees and this limits our opportunities."

Goggs says Halcrow's greatest constraint is staff availability. "We need quality people with skills, we can't just get them off the street", he says. "Advice to clients has to come from skilled and experienced staff, not recent graduates. I see no immediate end to the shortage. You can adapt and retrain people, but it is not a quick fix."

In this situation, keeping existing staff is crucial. "Even with a short-term reduction in the amount of work there would still be too few planners," says Nathaniel Lichfield and Partners managing director Jim Fennell. "We ensure that we have a very competitive employment proposition to attract and retain the best staff."

A broad practice helps, says DLP Consulting Ltd Group managing director Simon James. The group has restructured into design, environment, transport and planning. "We value our staff and don't operate a glass ceiling. Juniors who joined eight years ago are now on the board," says James. "We are sponsoring students through university and are positive in continuing development."

DPP partner John Francis observes that it is easier to recruit in certain parts of the country. "Manchester, for example, is a sellers' market," he says. "Pay scales differ across the regions and in some cases are pushed up through the use of recruitment consultants. The number of younger planners has increased and we take on a fair number of graduates, but we lack more experience."

Mergers and acquisitions offer another route out of the recruitment bind. It's not pain-free, as DTZ discovered last week when four senior staff gained in this summer's acquisition of Donaldsons jumped ship for Cushman & Wakefield (Planning, 23 November, p1). But for others, the experience has been very productive.

Last autumn's merger of Savills and Hepher Dixon created a leading player with more than 100 planners. Only a few of Hepher Dixon's 90 staff have dropped out of the new set-up. "You have to put a huge effort into making things work correctly. Combining two teams is not straightforward," says head of planning Richard Shaw.

"The reason we accepted Savills' offer was that we were running a complicated organism and we realised that growth was inevitable," says senior director Roger Hepher. "It was difficult to see where the working capital and management resources would come from and the directors were spending more time managing. So there were attractions in moving into an organisation that had all this in place, and Savills needed an infusion of planning professionals."

Shaw says Savills Hepher Dixon would be "very interested" in any opportunity to expand its design and environmental skills through acquisitions. "I am delighted with the way it has worked out. This is down to the two firms being complementary and there being a good match of cultures, but not too much overlap in the type of work. It is very productive financially," he says.

Last year's other big merger was NAI and Atisreal. "We now have a stronger planning capability linked to our other property services and have worked hard to establish brand recognition," says planning team leader John Bowles. "In the next four years we expect to double the planning business, but the biggest obstacle will be recruitment. We will look to the wide range of local practices to see if they can meet our recruitment needs."

Next to go on the acquisition trail could be GVA Grimley, which moves to limited company status this week. A £40 million cash injection is intended to fuel the company's next wave of strategic growth. "We are looking for skills in compulsory purchase, economic and development consultancy," says head of planning, development and regeneration Stephen Brown.
