The firm will assess the provision of theatres, venues, galleries and museums and investment opportunities to predict what is needed over the next 20 years.
It will look at events that do not visit the city because of a lack of suitable venues and what competitor cities offer, to ensure that investment is targeted effectively.
The study will cover council-operated venues as well as those run nationally or privately. PMP will report on the findings in the spring.
