A report by public sector improvement consultancy SOLACE recommended that the current structure should be replaced with several clusters, which would include area-based regeneration, strategic planning, transport and housing and design and traffic management.
The council will decide whether to accept the proposals in December. Executive member for resources Peter Allen explained: "We recognised that the organisation has had difficulty in meeting needs."
