The government's current definition excludes their use but UK GBC believes that they must be included if new homes are to hit the 2016 zero carbon homes target.
The body will establish a stakeholder group to gather evidence and report by spring. Chief executive Paul King said: "To deliver zero carbon homes across the board, we will need to crack the problem of how to include off-site renewables in the definition."
