The London Development Agency submitted the plans following stakeholder engagement exercises over the past two years.
Herbert Smith's planning group advised on the 80ha scheme. Proposals include a tropical glasshouse, a tree-top walkway, the reconstruction of a cricket pitch and a sports centre.
If approved, the grade II listed National Sports Centre and one of the Paxton fountains would be refurbished. Areas on the fringes of the park would also be allocated for homes.
