Permission had originally been granted to allow the facility's use as a private hire booking office. The appellants claimed that it had not been possible to relocate the business on a new site in the town centre as part of a comprehensive coach, private hire and taxi facility.
The inspector noted that various transport and access problems had affected the council's plan to provide this facility. He saw a need to retain private hire services without interruption, particularly in the late evening when public transport services are less frequent. He decided that the permission should be extended until February 2009.
