DIY store meets partial quantitative need

The secretary of state has followed an inspector's recommendation to approve a 2,447m2 gross DIY store with associated garden centre in Northumberland despite concluding that it met only a limited quantitative need.

The secretary of state noted that capacity estimates were mainly based on expenditure on all comparison goods. Information on expenditure on hardware and DIY goods indicated that growth in this category was sufficient to meet approximately half the projected turnover up to 2012, she noted. Despite this shortfall, she decided that a strong qualitative need and an absence of sequentially preferable sites justified the proposal.
