The council alleged that the proposed density exceeded a previously approved scheme for the land. It maintained that the proposal would appear cramped and fail to enhance the quality of the area and the way in which it functioned. It also claimed that living conditions for future occupiers of the planned properties would be unacceptable.
The inspector saw no conflict between areas designated for public and private space, finding these to be clearly delineated. The distances between dwellings would be sufficient to ensure adequate levels of daylight in the main rooms and the range of plot sizes and gardens was also acceptable, he held. The scheme would not lead to overdevelopment of the site or oppressive living conditions, he determined.
