Herefordshire Council approved the Rotherwas access road last week. It argued that it is vital for the completion of the £20 million Rotherwas Futures project to transform the town's industrial estate.
Diverting the road to avoid the Rotherwas Ribbon, a path thought to date back to the era of Stonehenge, could cost up to £110 million, it said.
The site will instead be covered with layers of protective sand on the advice of English Heritage, it added.
