A change to a more liberal planning regime

A change to a more liberal, American-style planning regime, as hinted at in the Barker review, would lead to a huge increase in demand for out-of-town retail, claims a report published this week. The British Council of Shopping Centres warns that if planning rules are relaxed, demand for space will be so great that there will be insufficient construction capacity to meet it.
