Kelly considers right to buy shares

Communities secretary Ruth Kelly is considering whether all social tenants should be given the right to buy shares in their homes. In a speech to the Fabian Society this week, Kelly suggested expanding the government's social homebuy scheme and lowering the minimum share from 25 to ten per cent. She spoke ahead of the publication of John Hills's review of the future of social housing, which is due next week.
