The prospectus calls for improvements to the city's gateways. This includes winning government support to redevelop Birmingham New Street and a runway extension at Birmingham International Airport.
It says that urban villages should be developed and centres of excellence could be introduced across the environmental and medical sectors. It also suggests commissioning phase two of the city centre masterplan and a study into a creative quarter in Digbeth. A more detailed version is due next month.
Birmingham City Council also launched a model this week to highlight city centre developments planned over the next few years. These include a redeveloped New Street station and The Cube at Mailbox.
