I never fail to be amazed at the inability of politicians to understand the importance of planning in the battle against climate change. Policies on energy, transport, housing, waste, infrastructure and industry make fundamental demands on the planning system. What seems to escape politicians is the fact that present procedures are insufficient to achieve our increasingly urgent ends.
