Casebook: Appeal Case - Retail development - Supermarket approved in out-of-centre location

Asda has obtained outline permission for a supermarket in West Yorkshire following a ruling that it is justified by need, its scale is appropriate and the site selection process meets the sequential test The inspector took the view that the site fell within an edge-of-centre location, contrary to the council's view that it was out of centre. He found that the maximum surplus expenditure likely to become available to suport additional food sales floor space in the area up to 2010 was £51.7 million a year.
