Developers face up to land takings levy

Amid the confusion that has surrounded this week's torrent of housing policy announcements, the government has established an important principle that few planners in the public sector would dispute: that it is fair to capture a slice of the uplift in land values arising from the grant of planning permission and redistribute it for the benefit of the community.
