The site, which had not been used for agricultural purposes for many years, contained a farmhouse and outbuildings, some of which were dilapidated.
The applicant stated that the site had been subject to a number of fires and acts of vandalism and was an eyesore in the open countryside, a view supported by the council.
Despite the council's support, which had been agreed contrary to the advice of its officers, the inspector found that the scheme conflicted with development plan policies to protect the countryside from inappropriate development. Since occupants of the proposed dwellings would be largely car-dependent, he held that the scheme would also fail to promote sustainable development.
