The change of use of a west London office building to retail use and an extension with nine self-contained flats has been rejected because a planning obligation preventing occupiers from owning cars had not been submitted. The inspector agreed with the council that permission should not be granted unless a planning obligation prevented occupiers from obtaining local parking permits.
