A scheme to redevelop redundant workshops in Devon as seven starter homes and three commercial units has been rejected after an inspector noted that an agreement submitted by the appellant had not been signed.

The appellant had agreed to make a financial contribution sought by the local education authority towards additional school infrastructure. Because the unilateral agreement had not been signed, the inspector could not be certain that the money would be forthcoming. He decided that to grant permission without such a guarantee would be inappropriate.
