Tanner on... how devolution has produced radical changes

Six years after the Welsh Assembly Government was created, many are asking: "What difference has it made?" Well, it has certainly made a difference in planning, with Wales about to begin a radically different development plan system to that now being introduced in England. The publication of the Wales Spatial Plan (WSP) last year proves that devolution can enable the Celtic countries to innovate ahead of England in some areas.
