A proposal for 57 homes in five blocks in a designated employment area in Berkshire has been ruled unlikely to prejudice the preparation of a local development framework. But the inspector concluded that the scheme was unacceptable because of unsatisfactory living conditions as a result of its proximity to industrial uses.
