The site comprised more than 1.5ha of land on the edge of a village.
The council and local residents opposed the scheme on the basis that the design was inappropriate for the site and involved overdevelopment.
The reporter acknowledged that the site was allocated for residential development but held that the scheme still required an appropriate design.
She concluded that the proposal would adversely affect two burns, the level of car parking was unlikely to be adequate and the layout and access would create a car-dominated scheme.
