A proposal for four flats in a Herefordshire town has been blocked after the appellant failed to prove that adequate foul drainage was available and that the risk of flooding was acceptable.

The appellant proposed to drain the flats to an already overloaded combined foul and surface water sewerage system. Despite PPG25 advice that development should not proceed unless suitable flood defences were in place, no flood risk assessment had been carried out. The inspector agreed that the flats would add to a flood problem that had historically resulted in on-street flooding.
