Comprehensive reform of the civil service in Scotland is likely following publication last week of Lord Fraser's report into the Holyrood parliament debacle. Specialists may be given a stronger role to avoid any repeat of the situation that saw senior civil servants keeping unpalatable facts from politicians as the project - now costed at £431 million - spiralled out of control.
