Supermarkets and other big retailers are continuing to build "massive store extensions" without permission, according to a survey by Friends of the Earth. A poll of local authorities reveals ongoing mezzanine floor activity to avoid restrictive planning rules. Councils expect to face difficulty promoting town centre development without powers to control out-of-town expansions via mezzanine floors, the survey finds. More than 80 per cent of respondents were concerned about uncontrolled retail expansion and three-quarters said that they would welcome powers to control internal supermarket floorspace additions.
