The appellant company proposed to convert the grade II listed arts and crafts main cottage hospital building to 15 apartments and demolish various outbuildings to facilitate the construction of four blocks ranging from four to six storeys in height together with a 45-bed hostel. The inspector decided that one of the blocks, reaching six storeys in height, would have an overbearing impact on the listed building and would represent a contemporary and uncharacteristic addition to the setting of the hospital and the surrounding conservation area.
While dismissing the appeal, she rejected the council's argument that more parking should be provided to avoid overspill onto public highways.
She noted that just over one parking space per dwelling was proposed and accepted that this complied with national advice in PPG3, given the good accessibility of the site by alternative means of transport.
