The council raised no land-use objections to the scheme on a 0.34ha site containing two pairs of semi-detached bungalows, a workshop and lock-up garages. However, it claimed that while the detailing of the replacement building was acceptable and would not harm the character of a conservation area, its height would be out of scale and incompatible with the predominantly two-storey houses in the vicinity.
The inspector agreed, concluding that the proposal would overpower an adjoining area of open space and that to allow it would create an undesirable precedent. The loss of two of the dwellings would harm the character of the conservation area and undermine the village characteristics of the location, he ruled.
