The site lay within a settlement boundary and contained concrete bases, its use as a Gypsy encampment having ceased in 1995. While agreeing that the overall impact of the proposal on the character of the area would be marginal, the inspector judged that the use of the access road by heavy goods vehicles would be unsafe.
He accepted that the degree of visual and environmental impact associated with the proposal would not justify refusing permission on its own. But this factor taken in combination with the highway concerns indicated that the site was not suited to the development proposed, he concluded.
