Powell officially left the post as head of the UK's busiest planning department last week, having served in the role since 1999. He cited personal reasons for the decision and is set to return to his native USA.
During his time at the council, Powell helped to develop policies for licensing legislation and spearheaded moves to examine privatising parts of the council's planning service. "I have found the past four years rewarding and exciting," he said. "I will not immediately be seeking a new challenge."
Head of development planning services Gordon Chard will take over on the planning side while Martin Low, assistant director for transportation, will lead on transport until a successor to Powell is appointed.
