CASEBOOK: Appeal cases - Householder Development - Extension judged to meet small dwellings policy

A conservatory has been allowed at a Suffolk bungalow despite objections that the supply of small rural dwellings would be affected, after an inspector accepted that it would remain relatively affordable.

The proposal comprised a rear extension that increased the overall floor area of the bungalow by 63 sq m. A draft local plan policy sought to resist extensions to dwellings of less than 75 sq m that might be expected to become available to first-time buyers or those on low incomes. The inspector attached little weight to the policy as it was subject to an objection.

He also noted that the proposal would not increase the number of bedrooms in the property.

He observed that the council had produced no evidence to show that the conservatory would significantly add to the value of the bungalow and concluded that even with the extension the property would still remain a small affordable property. He judged it very unlikely that a later application would come forward for a more conventionally constructed bedroom extension on the site of the conservatory.
