The grade II building lay within a conservation area within the centre of a small town that was designated as a district centre. The inspector agreed that the premises retained a strong residential character and that the alterations would have little effect on their character.
He felt that although the town was designated as a district centre it ranked low in the retail hierarchy, to the extent that it was difficult to describe the high street, with its preponderance of service uses, as a shopping centre at all. For this reason, and having regard to the fact that the existing use had only relocated across the street, he concluded that the proposed change of use would cause no harm to the centre.
