REGENERATION NEWS: Trust calls for investment in surburb areas

Investment in the suburbs could be boosted through the introduction of a suburban equivalent of business improvement districts, the Civic Trust suggested last week.

The call to create suburban improvement districts (SIDs) with the power to raise funds through local capital gains taxation forms part of the trust's campaign to highlight the neglect of some suburban areas.

It suggests that suburbs are a "hidden dimension" and that local authorities have problems investing in area-based initiatives outside their most deprived neighbourhoods, leaving a funding vacuum in the suburbs.

SIDs could help to identify suburbs at risk of sliding into environmental degradation and other action plans could be developed with extra funds, the trust claims. Alexandra Rook, its principal consultant, said that regeneration policy fails to outline how suburbs can adapt to the 21st century.
