Council could block PD right to convert offices to homes amid ‘concern’ over jobs for young people

A borough council is consulting on the introduction of a non-immediate Article 4 direction, removing the permitted development (PD) right allowing developers to convert offices and other commercial buildings to homes without submitting a full planning application in certain locations.
