Enabling development justification for green belt houses fails
Three houses proposed as enabling development to secure rebuilding of a Kent windmill for use as a holiday let have been rejected by an inspector who was not satisfied the development was the minimum necessary, concluding there were no very special circumstances to outweigh harm to the green belt.
