Housing allowed with supply figure found not to be a ceiling

A 64 dwelling housing scheme in Lincolnshire was allowed with an inspector finding that whilst the council could demonstrate a deliverable housing land supply of 13.1 years this figure was not a ceiling and exceeding it was a positive outcome.
