Council agrees to pay appellant’s £100k costs following ‘bad committee decision’ made against officer advice

An authority has agreed to pay out more than £100,000 to a developer after an inspector found that its “unreasonable” refusal of an 180-home scheme - which was turned down against officer advice - warranted a full award of costs.
