Minister cites neighbourhood plan conflict in refusing 350-home countryside scheme

A 350-home scheme on the edge of an Oxfordshire village has been refused permission after the housing minister found that, despite the local authority's housing land supply shortfall, there was a “fundamental conflict” between the proposal and a neighbourhood plan policy restricting countryside development.
