Council refuses to accept inspector's housing target despite plan withdrawal threat

A Hertfordshire council has said it will "stand firm" and refuse to accept a planning inspector's recommended housing target of 15,200 homes, in a move that the inspector has warned will mean it has to withdraw its plan from examination.
