Lib Dems pledge to build 380,000 homes per year with 150,000 for social rent

The Liberal Democrats have promised to set a national housebuilding target of 380,000 homes per year and to give councils greater powers to clamp down on so-called 'land-banking' by developers after the proposals were backed at the party's conference.
