Council plans judicial reviews to overturn five ‘test exercise’ planning decisions mistakenly issued by officer

A Kent council said it will have to use the judicial review process to overturn five "dummy" planning decisions that were issued in error by a “junior officer” and included a series of “derogatory comments”, such as describing one proposal as "whack".
