Tilted balance not applicable in prior approval case

Prior approval for the conversion of a stone agricultural barn in Gloucestershire to a dwellinghouse under Class Q of Part 3 to Schedule 2 of the GPDO 2015 was refused, an inspector concluding that the planned living space was too small and that the tilted balance under paragraph 11d) of the NPPF did not apply.
