Appeal Court rejects ministers' attempt to thwart homeowner's bid to build 'garden room' under PD rules

The Court of Appeal has dismissed an attempt by ministers to overturn a judgment backing a homeowner's long-running attempt to build a "garden room" under permitted development (PD) rules, in a ruling that aimed to clarify the point from which the height of such structures should be measured.
