Council 'threatened with legal action' over publication of officers' report on student tower before consultation finished

Manchester City Council has reportedly been threatened with a judicial review after publishing an officers’ report recommending approval of controversial plans for a 55-storey, 850-unit student accommodation tower before consultation on the scheme had finished.
