'Zonal' plan-making proposals to be included in new planning bill announced next week, reports state

A new planning bill to be included in the Queen’s Speech next Tuesday (11 May) would include proposals requiring councils to designate land in their local plans for either 'development' or 'preservation', according to national newspaper reports.
