Create more metro mayors with planning powers to help 'level up' regions, says think tank report

A think tank report on 'levelling up' the UK's economic performance has called for spatial planning powers to be transferred from local authorities to combined authority 'metro mayors', which should be established in every city region and prepare London Plan-style strategies.
