Government should consider planning changes to require developers to guarantee insurance for homes in flood risk areas, say MPs

The government should consider requiring developers building in flood risk areas to "guarantee property can be insured" via the planning system and should introduce "mandatory reporting" by councils to the Environment Agency (EA) of any consents in such locations, a report by the Parliamentary spending watchdog has recommended.
