Tory MPs' report: Allow automatic consents for job-creating schemes to boost investment in north

Any planning application in the north of England that would "create more than 100 permanent new jobs" should be decided upon within two months or be granted automatic consent, according to a report by a think tank and a group of Tory MPs, which criticises the UK's "sclerotic and ineffective planning system".
