Legal viewpoint: Why downstream development impacts are not liable to environmental assessment

In a judgment involving a site in Surrey, the High Court has confirmed that those responsible for environmental impact assessment (EIA) of schemes with “downstream” effects, through consumption and related emissions, can draw the line at the effects of the development itself.
